  • 12 garlic cloves, lightly crushed
  • 6 scallions, chopped
  • 5 red jalapeños, thinly sliced
  • 2 Thai chiles, thinly sliced
  • 1 tablespoon sugar
  • 1 teaspoon fish sauce (such as nam pla or nuoc nam)
