  • 8 dried shiitake mushrooms
  • 2 cups Chicken Stock or canned low-sodium chicken broth
  • ¼ cup sugar
  • 1/3 cup rice vinegar or cider vinegar
  • 2½ tablespoons oyster sauce
  • 2 tablespoons good-quality soy sauce, such as Kikkoman
  • 1 tablespoon fresh lime juice
  • 1 tablespoon Thai fish sauce (nam pla)
  • 1 tablespoon cornstarch
  • 2 tablespoons cold water
  • 1 teaspoon hot red pepper flakes
  • 1½ tablespoons grated fresh ginger
  • 1 medium onion, sliced lengthwise
  • 1 small red bell pepper, stemmed, seeded, and cut into thin strips
  • 3 scallions, white and green parts, trimmed and cut into ¼-inch lengths
  • 1 cup all-purpose flour, for coating the fish
  • 4 mild white fish fillets (about 8 ounces each), such as red snapper, flounder, or bass
  • 2 tablespoons canola or other vegetable oil
  • Kosher salt, to taste
