- 3 2/3 cups unbleached all-purpose flour
- 1 cup sugar

- 1 pound fresh (or frozen, thawed) cranberries (about 4 cups)
- 1 1/2 cups sugar
- 1 teaspoon finely grated orange zest
- 2 tablespoon fresh orange juice
- 1/2 teaspoon instant tapioca (not starch)
- 1/2 vanilla bean, split lengthwise
- 1 large egg, beaten to blend
- Raw sugar
- A 3-inch-diameter cookie cutter or biscuit cutter
