  • 1 teaspoon finely grated lemon zest (from about 1 medium lemon)
  • 1 tablespoon freshly squeezed lemon juice
  • 1/2 teaspoon kosher salt
  • 1/4 teaspoon freshly ground white pepper
  • 3 cups water
  • 1/2 cup dry white wine
  • 2 medium shallots , thinly sliced
  • 1 medium carrot , peeled and thinly sliced
  • 1 medium celery stalk, thinly sliced
  • 6 fresh Italian parsley stems
  • 3/4 teaspoon kosher salt , plus more for seasoning
  • 8 (3- to 4-ounce) skinless petrale sole fillets (about 1 1/2 to 2 pounds)
  • Freshly ground white pepper
  • 3 tablespoons unsalted butter , at room temperature
  • 1 tablespoon all-purpose flour
  • 1/2 cup heavy cream
  • 1 1/2 teaspoons freshly squeezed lemon juice
  • 16 (2-inch) chive pieces, for garnish
